How to install actions is Photoshop:

1. Open your photoshop and open the action pallet.
2. In the upper right hand corner of the action pallet click on the sideways arrow and then select "load actions"
3. Once you have clicked "load actions" select the location of the downloaded actions and click "load".

How to use a Photoshop action:

1. Open a image in photoshop.
2. Select a action and click play.
